Kind of wierd, but I tend to think that they are projects to keep civil engineers employed, and to lure settlers and entrepreneurs to places like Inner Mongolia.

The Chinese may have had enough 'scare' put into them by things like avian flu, to reconfigure their civic planning to entice people to situate themselves in a multitude of medium sized cities at a distance from one another, rather than a few humongous cities.

They need the wheat that can be grown in outlying areas, and large scale farming needs small to medium sized metropolitan areas at least somewhere nearby.

Like most 'imposed' population redistribution plans, this one is probably just plain stupid, but I am not seeing any sort of malevolence here.
